Personality: Wally is a pretty goofy fella on all accounts. He's always quick to make a joke to break the ice, and has a real penchant for hitting on the ladies. He does so even if the woman in question is far older than him or shows little to no interest. He's quite relentless, and will basically try to win over anything with a feminine body. Aside from just plain being kinda desperate for a girlfriend, he regards his flirtatiousness as a big part of his comedy. His comedy, however, is normally used to mask his emotions and keep his cool, but he can certainly be serious when he needs to. He is also known to be very kind, brave, and helpful to a fault. He is a superhero after all! Another thing that is relatively clear is that Wally is a very intelligent individual. He was able to replicate the experiment that gave the Flash his own powers in his basement with no help at all, achieving near optimal results. He uses his great intellect and quick thinking along with his speed power, thinking of such techniques on the fly as spinning in circles quickly to create small tornadoes, using his high speeds to create harmful friction, or just simply becoming a human battering ram and smashing into opponents. Might as well use the fact he can't stop as well as other Speedsters to his advantage! He also often uses his smarts to get him and his friends out of jams, and actually sort of counts as a genius. He knows his science stuff so well he could tell the makeup of Tigre's concoction just by seeing it in action and figure out how to defuse it, and could duplicate his uncle's experiment just from hearing about it and having to guess most of the chemicals involved.

As many good things as there are about the guy, as with every human, Wally has his weak points. A tendency to live in extreme states in denial of things he cannot understand or does not want to understand, such as the 'death' of his girlfriend later in the series or the existence of magic. He's a very stubborn person and prefers to do things either his way or no way, he gets way too hyperactive and impulsive, and also holds a lot of impatience. He will lie about anything if it means that he could get a girl to like him that way, and often stifles his own feelings so far down that they have a tendency to boil over into a big temper fueled rage. When there's something he's very passionate about, he makes it known, even if it's not the best idea at the time or makes him seem over zealous.

Despite the fact he's pretty confident in most everything he does and how he handles himself, whether he's actually good at it or not, Wally holds a lot of insecurities. First and foremost, he feels he is not taken seriously when he actually really tries, just because people are so used to his joker persona. He holds a big inferiority complex to The Flash, feeling bad that he had had to pretty much guilt him into making him his sidekick and letting him help out with things. Another thing that causes this stems from his recreation of his uncle's experiment which gave him his super speed. Seeing as it was not an exact replica, Wally is actually a bit slower than The Flash himself. There are a lot of things that the Flash can do but that Wally cannot, and Wally has to go to great lengths to maintain his stamina as he had not altered himself quite enough to become a meta-human - just a human with a near meta-human ability. He also feels he isn't the most handsome or talented individual, like most teen boys would, and deals by it by simply faking that he feels he is.

Wally has a very ingrained set of values, thanks to coming from a very loving and close family. Family has always been the most important thing for him, with friends bring up a very close second. He is so fiercely loyal to his support systems that he would give his life to protect them. He's come very close to doing this many times, willingly overexerting himself just for their sakes. He does not have any sort of religious values, as he invests himself in science a LOT. If someone were to ask him about this, he'd simply say he was a 'man of science' and move on, not really one for getting into debates about such things. He tries his best to be kind to people until they give him a reason not to or act unkindly towards him, which in this case he would meet them with indignance and sarcasm. He's also known very well to hold grudges for a long time, not seeing the point in forgiving and forgetting if something really bothers him. He's a bit of a vengeance demon as evidenced later in canon, by vowing to 'kill all aliens' after the 'death' of his girlfriend Artemis.

As for quirks and mannerisms, Wally has a few. He's a big eater and will basically eat anything that seems to be a food-like substance, as he needs to to maintain his health. Despite his genius, he can also be really slow on the uptake of things sometimes, but when needed his wit is always quick and he'll always have a clever retort for anything thrown at him. He has a great sense of humor and doesn't joke about things that could cause any harm to the person he's speaking with. He's a huge fan of pop culture and will likely blab on about his interests pretty often, even when unprovoked, due to his intense passion for things he enjoys.
Abilities:

• Superhuman speed that differs slightly from The Flash himself. As Wally's low-key manner of recreating his uncle's accident was, it causes him to be considerably slower than The Flash. Also, instead of being able to stop and start, Wally must accelerate and decelerate. He has learned to use this as an advantage, being able to canonball himself at the enemy. He also lacks the advanced technique of being able to vibrate his molecules through solid objects due to not replicating the accident exactly has his mentor did.
• Enhanced reflexes, due to speed.
• Superhuman endurance. He can take a lot of abuse from running long distances, but it still takes a considerable amount out of him to canonball an enemy.
• Wally is also capable of basic gymnastic feats, such as somersaults and handsprings. He can preform these at high speeds.
• Wally's speed also gains him accelerated healing. He heals roughly 3 times as faster than a regular human being.

Other:

• Also due to his speed, Wally suffers a hyper-accelerated metabolism. He needs to eat a LOT of food to maintain his energy, and whether or not it tastes good is not a primary concern. For emergency situations in which he must be away from food for more than 24 hours, Wally keeps food in a hidden compartment on his right glove.
• He has a very high IQ, and is known as a science prodigy.
• Fluently speaks English and French, as well as a little bit of basic Latin.
